I can't believe Everton are fannying around trying to keep the lad? He's never going to be worth more than what he is now and I think the toffee's need the cash to strengthen.

So why offer him a new contract?...could it be to try and boost season ticket sales?

Rooney is a gem and should be taken cared of carefully. I think if he stays in Everton might be wasting his time, but if he goes to a London club it may be too glimmerish for him. Manchester United or Liverpool should be good places for him to proceed.
